An owner of a $600,000 home now paying taxes on $300,000 would get the same 50 percent benefit when buying a less-expensive home. If moving into a $300,000 home, for example, that person would pay taxes on $150,000 β€” half the value of the $300,000 home purchased.

Under the Save Our Homes cap, taxable value of primary homes can't rise more than 3 percent annually, which is why most Florida homeowners don't pay taxes on the full value of their homes.

As of now, many people feel trapped in their homes because if they move they'll lose that protection and their taxes will go up. If they're not moving, they're not selling β€” and they're not buying.

β€œIt will free up a lot of people. What that number is, I don't have that number at my fingertips," Hughes said.

The researchers noted that IR-I is portable and, unlike conventional methods, provides recorded data that can be re-analyzed after the patient's sleep session.

The study was presented at the annual meeting of the American College of Chest Physicians, in Chicago.

"The results from this study will greatly impact the development of this technology," lead author Dr. Jayasimha Murthy, assistant professor of medicine at the University of Texas Health Science Center at Houston, said in a prepared statement. "While implementation of this technology for clinical studies is still far away, these early results are encouraging enough for us to pursue this further."

The president specifically noted Microsoft's support in helping to close the digital divide for people with disabilities by highlighting the Technology Business Incubator, a program to help entrepreneurs disadvantaged by income status and disability start and operate their own businesses.
